Capacity Development Activities
October 21 – November 1: Government Finance Statistics and Public Sector Debt Statistics
In consultation with the Department of Finance (DOF) of the Philippines, Deon Tanzer, CDOT Advisor, delivered 5-day technical assistance (TA) on Government Finance Statistics (GFS) and Public Sector Debt Statistics (PSDS) in Manila during November 4 – 8, 2024. The mission conducted a one-day Government-Owned or Controlled Corporations (GOCCs) Stakeholders’ Forum with the DOF Corporate Sector and Strategic Infrastructure Group (CSSIG) to discuss the appropriate classification of 18 monitored GOCCs. In addition, this mission completed the translation of GOCC financial statements to GFS for 2021 to 2023 and presented to stakeholders the outcomes. The follow-up TA was also arranged to improve GFS and PSDS, including on upgrading budgetary central government compilation procedures, addressing questions on current GFS and PSDS outcomes, and further refining Balance Sheet Approach (BSA) compilation procedures.
June 18 - 28: Government Finance Statistics
| Deon Tanzer, CDOT Advisor, conducted a workshop to further support the Department of Finance (DOF) Corporate Affairs Group (CAG) to apply the appropriate institutional sector classification of 18 monitored Government Owned and Controlled Corporations (GOCCs) and reviewed CAG compilation files to translate GOCC financial statements to GFS. In addition, this mission reviewed progress on improvements to public debt statistics, worked with Bangko Sentral ng Pilipinas (BSP) to further develop the public sector contribution to the balance sheet approach (BSA) and finalized general government GFS data for loading to IMF databases. In response to a request from the Philippines Tax Academy, a two-day GFS and PSDS training workshop was provided to DOF officials. |
