Eteri Kvintradze, Director

Ms. Eteri Kvintradze assumed the role of Director of the Capacity Development Office in Thailand (CDOT) in November 2022. Before that Eteri was mission Chief for Lao P.D.R and Sao Tome and Principe. Previously, she served as IMF Resident Representative in Sri Lanka and Maldives, and Bangladesh and Bhutan, and worked on debt policies and new lending facilities. Before joining the Fund, she served as advisor to the Executive Director at the World Bank Board and Deputy Minister of Finance in Georgia. Ms. Kvintradze holds PhD in Economics from Georgetown University and MA in Development Economics from Williams College. She is also a board member of the International School of Economics at Tbilisi State University. She is married and has one daughter.

 

 

David Corvino, Macroeconomic Advisor

David Corvino joined in May 2023 as the Macroeconomic Advisor on CDOT’s project on Integrating Macro-Financial Analysis into Macroeconomic Management. Prior to joining CDOT, David served as desk economist in the Asia and Pacific department for 8 years, where he worked successively on Vietnam, Cambodia and Mongolia, and developed a strong expertise in Fund’s surveillance work in the APD region. Concurrently, he was an active member of several APD working groups, performing macroeconomic analysis and issuing policy recommendations on diverse issues such as climate change, SDGs and macro-structural reforms. Since joining the Fund in 2010, David has also worked in the African department on Togo and Burkina Faso, where he participated in the elaboration of Fund-supported programs. Prior to the Fund, he worked as an IT engineer in France. David holds a Master’s degree in Applied Economics from the University of Johns Hopkins and a Master’s degree in Engineering from France.

 

 

Laura Doherty, Public Financial Management Advisor

Laura Doherty joined CDOT in August 2023 as the Public Financial Management (PFM) Advisor. Prior to joining CDOT, Laura was a Senior Economist in the Fiscal Affairs Department for 6 years where she led engagements across several regions covering a wide range of PFM topics including public investment management, fiscal rules, medium term frameworks, fiscal risk and spending reviews. She developed capacity development (CD) work programs to support IMF programs in countries including Nepal and Sri Lanka. Prior to joining the IMF, Ms. Doherty was a senior manager working on economic and policy analysis a large private sector consulting firm. Before that she was a capacity development adviser at the Solomon Islands’ Ministry of Finance, and worked for the Australian government for nine years as an economic analyst in the Department of Treasury and the Department of Finance. Laura holds a Master’s degree in Public Economics from the Australian National University.

 

 

 

Sha Wen, Regional Treasury Advisor

Ms. Sha Wen joined CDOT in July 2024 as the Regional Treasury Advisor, covering Cambodia, Lao P.D.R., and Vietnam. She is responsible for capacity development in treasury management, accounting and fiscal reporting, and digitalization. Sha began her career as a certified public accountant in public accounting. In 2010, she joined the Fund as an auditor. Throughout her tenure at the Fund, she has focused on capacity development for over 20 developing countries across Asia and Africa, serving as a Technical Assistance Officer, short-term expert, and long-term expert. Her most recent role at the Fund was as the resident advisor in Myanmar, where she played a key role in institutional reforms and capacity building. In that role, she collaborated with numerous international organizations and donors. Sha holds a Master of Accounting degree from the University of Michigan and an MBA from Bowling Green State University. She is a Certified Public Accountant (CPA), a Certified Internal Auditor (CIA), and holds a Certification in Risk Management Assurance (CRMA).

 

 

 

Amila Wijayawardhana, Regional External Sector Statistics Advisor

Amila Wijayawardhana joined the IMF’s Capacity Development Office in Thailand (CDOT) in October 2025 and currently serves as the Regional Advisor on External Sector Statistics (ESS). In this role, he provides technical assistance and capacity-building support on ESS to ten beneficiary countries across Asia and the Pacific, including Cambodia, Lao P.D.R., Vietnam, Nauru, Papua New Guinea, Samoa, Timor Leste, and Tonga. Prior to this appointment, Amila was the Senior Economist and Head of the Balance of Payments Division at the Central Bank of Sri Lanka, where he led national efforts in compiling and modernizing ESS for over 15 years. He also contributed to multiple IMF technical assistance missions as a short-term expert, supporting countries in the region with improvements in FDI statistics, ITRS implementation, and other ESS topics. His research interests span ESS methodology and practice, data management, business intelligence, and the application of machine learning in macroeconomic statistics. His publications include work on high-frequency current account statistics and forecasting models. Amila holds an MSc in Business Analytics from Robert Gordon University (UK), an MSc in Chemical Engineering, and a BSc (Hons) in Chemical Engineering from the University of Moratuwa (Sri Lanka).

 

 

 

Yury Achkasov, Monetary and Foreign Exchange Operations Advisor

Yury Achkasov joined CDOT as Advisor in Monetary and Foreign Exchange Operations in January 2026. Previously, he served as an IMF resident advisor, supporting the National Bank of Cambodia in liquidity forecasting, monetary and FX operations, and financial market development and analysis. Prior to joining the Fund, Yury was Deputy Head of the Analytical Center at a housing development institution, where he focused on housing market analytics and policy. He also held several roles in the Bank of Russia’s Monetary Policy Department, specializing in macroeconomic analysis, forecasting, and monetary policy formulation. Yury holds Master’s degrees in Theoretical and Empirical Economics from Université Paris 1 Panthéon-Sorbonne and the Higher School of Economics, Moscow.

 

 

 

Kamonpon Rotchanarattanangkul, Economist

Kamonpon Rotchanarattanangkul joined CDOT in July 2023 under the secondment of the Bank of Thailand (BOT), where she has worked for 7 years. She was previously a Senior Economist in International Department, handling payments and digital finance issues in the FTAs and forums, such as the Digital Economy Partnership Agreement (DEPA) and the Indo-Pacific Economic Framework (IPEF). She was also a desk economist for China focusing on enhancing financial cooperation between Thailand and China. Under Thailand’s APEC Chairmanship in 2022, She served as an APEC desk promoting BOT’s initiative for APEC, particularly the APEC Policy Considerations on Developing Cross-border Payments and Remittances. Prior to the International Department, she was an Analyst in Payment Systems Policy Department for 2 years where she worked on promoting BOT’s initiative on cross-border payments and remittances with strategic partners. She also prepared the Disclosure Report on BAHTNET Self-Assessment against the Principles for Financial Market Infrastructures to be an input for the Financial Sector Assessment Program (FSAP). Kamonpon holds a Master’s Degree in International Economics and Finance from Chulalongkorn University and a Bachelor’s Degree in political sciences in International Affairs from Thammasat University.

 

 

 

Nuntanid Thongsri, Economist

Nuntanid Thongsri joined CDOT in February 2025 under the secondment of the Bank of Thailand (BOT), where she served as a Senior Economist in the Monetary Policy Group for eight years. She specialized in inflation analysis and forecasting, monitoring key indicators and preparing reports for the Monetary Policy Committee (MPC), including reviews of Thailand’s inflation-targeting framework and an Open Letter to the Minister of Finance explaining breaches of the inflation target. She also conducted analyses of Thailand’s agricultural and labor markets, developing econometric models for GDP, potential output, and Total Factor Productivity. Her responsibilities included presenting insights on farm and non-farm income, employment, and wage trends to the MPC, supporting evidence-based monetary policy decisions. Nuntanid holds a master’s degree in public administration (Economic Policy Management) from Columbia University and a master’s degree in economics from Chulalongkorn University.

 

 

Pichaporn Gulati, Office Manager

Pichaporn Gulati joined CDOT in June 2017. Prior to her joining us, she worked as an Executive Assistant to the Regional Head of MAN Truck & Bus Asia Pacific. Pichaporn holds a Master Degree in Communications Arts from Bangkok University, and a Bachelor Degree in Business Administration from Bradford University.

 

 

Chananthorn Leepipatanawit, Administrative Assistant

Chananthorn Leepipatanawit joined CDOT in September 2020. Prior to her joining us, she worked as a Team Assistant to international NGOs and UN agencies including UNODC and IOM. She also had experience of working in a private company, Exxon Mobil Ltd., for four years. Chananthorn holds a Master’s Degree in Labor Economics and Human Resources Management from Chulalongkorn University, a Master’s Degree in Communication and Entrepreneurship from the University of Nottingham, and a Bachelor Degree in Business Administration from Mahidol University International College.

 

 

Supphakon Damrongkitkanwong, Administrative Assistant

Supphakon Damrongkitkanwong joined CDOT in June 2022. Before this, he served as an economist at the Bank of Thailand (BOT), working closely with the ASEAN+3 Macroeconomic Research Office (AMRO) and the South East Asian Central Banks (SEACEN) Research and Training Centre. Supphakon co-authored an article on advancing partnerships for sustainability among ASEAN economies, published in March 2019. Earlier in his career at BOT, he was a desk economist monitoring India’s development and fostering collaboration between BOT and the Reserve Bank of India. He holds a Master’s Degree in Applied Economics from Christ University, Bangalore, India.
